On November 20 (December 2), 1809, by a manifesto of Emperor Alexander I, the Institute of the Transport Engineer Corps was created as the first higher educational institution for transport and construction in Russia, now called Emperor Alexander I St. Petersburg State Transport University. The first Rector and founder of the Institute was Agustin de Betancourt, one of the greatest mechanical scientists of his time. At first the Institute prepared engineers with a broad specialization in civil engineering and transportation, however in connection with construction of the first railway in Russia (1837) the special sections of railway construction and operation were included in the academic programme. At present more than 16 000 students study at the University. There are 8 faculties, 48 departments, 3 branches (in the cities of Velikie Luki, Petrozavodsk and Murmansk) and secondary professional education institutions in Velikie Luki, Vologda, Petrozavodsk, St. Petersburg and Uhta. The teaching staff of the University is more than 1 000 persons, 700 of them have scientific degrees.
The University provides the training in the field of informational technologies, information security, communication, industrial and civil engineering, water supply and drainage, bridges and tunnels, rolling stock (locomotives, railways cars), power engineering, ecology, occupational safety, economics, transport operation, psychology. The obtained qualification allows the graduates to occupy the positions in state institutions and joint-stock companies. Among the graduates of the University — ministers of transport, vice-governors of St. Petersburg, heads of major enterprises and institutions e.g. JSC «Russian Railways», Petersburg Metro, «Lenmetrostroy» etc. Nowadays PGUPS remains one of the main educational and scientific centers in the field of railway transport. Special technical regulations for the high-speed line Moscow – Kazan construction were developed by the university specialists.
